Regional Center for Renewable Energy and Energy Efficiency
Manages the process for all procurements, including bidding, tenders and selection process starting from RFP, sourcing, evaluation, legal and payment conditions, contracting and quality management in line with internal regulations and international standards
Maintains all procurement and contract files, including all necessary documentation, for products and services, consultants, grants and subcontracts and any other contract or agreement, with the exception of employment agreements
Communicate directly with partners/clients/service providers in terms of contracting, terms & conditions in compliance with RCREEE policies
Ensuring proper tracking and timely administration of all types of contract related payments, invoices, timesheets in coordination with relevant technical staff to ensure proper implementation of internal controls
Tracks and monitors deliverable deadlines and provides regular updates to technical staff to ensure deadlines within project and expert contracts are met
Tracks all contracts, grant agreements, consultant agreements and other procurements to ensure closeout, renewals or rebids happen timely as well as collection and disbursement of necessary relevant payments
Oversees, prepares and maintains all service provider/consultancy contracts either individuals or firms while ensuring maximized quality versus cost
Negotiates price, terms, and conditions for all service contracts and consultant agreements
Acts as liaison with accounting to assure purchase orders are paid as due and accounts are maintained currently as well as participating in the forecasting and budgeting process.
Assists with developing and revising procurement operating procedures and policies
Provide direct contract support by reviewing contractual documents to ensure protection and identification of RCREEE’s contractual and legal risks
Trains the operations/ projects staff on Procurement.
Prepares Purchase orders and Recurring Purchase orders for contracting of services, and updating list of trusted service providers regularly
Qualifications and Skills:
A university degree in financial accounting, financial management, business administration or equivalent
6 to 8 years of experience in procurement and contract management
Postgraduate degree or certification in procurement and/or contract management is a must
Track record of timely provision of quality deliverables
Excellent communication, negotiation, people management, and writing skills
Prior experience in dealing with procurements international level
Good understanding of Egyptian and International procedures and practices.
A thorough knowledge Egypt's public procurement rules is essential
Experience in designing and implementing efficient and transparent procurement systems and processes
In-depth understanding of procurement cycle management
Excellent command on MS Office
Written and oral fluency in English
Familiarity with the regional context, familiarity with government structures, operations and procedures.
Detailed oriented, analytical and organization skills are a must.
General Terms and Conditions
The Candidate is required to work from RCREEE’s Cairo office.
Tenure of Appointment
The initial appointment is for a duration of 12 months including a 3-month probation period
Contract renewal will be subject to performance, needs and availability of funds.
